If I found Objective Items from TA, could it be used as LOOT from monster (Weapon) or monster above => 45 lvl ??? or only when Quest directly says Objective Item?

The official answer is no you can't. The "Loot" is specific and must be taken from a table as a Kill reward [K]. The Objective Items can't be used for quest requirements other than when stated as "Objective Item" in the quest description. Hope this helps!
